Funny but this manhole cover being unsecured was reported to Meriden police before this accident happened...think they would have fixed it before it almost killed somebody?

Depends how long it was reported for and if it is a recurring problem..Most cops aren't equipped to repair manhole covers..and forget putting a cone or something there, one of the hoodrats would steal it.
