FIRST- AND SECOND-DEGREE FAILURE TO APPEAR — At 9:24 p.m., William Parker, 40, of North Third Street, Meriden, was in a disabled Lincoln Town Car at deKoven and Dingwall drives near the Verizon Wireless parking lot and found with outstanding warrants from Waterbury. 

April 28 

OPERATION MOTOR VEHICLE WHEN LICENSE IS SUSPENDED,  IMPROPER USE MARKER PLATE, FAILURE TO COMPLY WITH WINDOW TINTING REQUIREMENTS — At 2:05 p.m., Joshua C. Stachelek, 19, of Atkins Street, Meriden, was driving a Mercedes E320 on Washington Street.
