Sen. Suzio Seeks Answers Concerning Resto's Involvement in New Early Release Program

Sen. Len Suzio (R-Meriden) today sent a letter to Department of Correction Commissioner Leo Arnone posing questions about Frankie Resto, the individual who was arraigned on felony murder, robbery and other charges last week in connection with the June 27 killing of Ibrahim Ghazal in Ghazal’s Meriden EZ Mart store.

"According to news reports, Resto had qualified to be released from prison early," Suzio said in his July 17 letter to Arnone. "Can you confirm the amount of early release time earned by Resto? What courses, treatment and programs did Resto participate in which enabled him to earn early release credits? For example, did Resto undergo nonviolence or anti-aggression courses, treatment, or training prior to his early release? If Resto took such courses or programs, when was he enrolled in them?"

Suzio also inquired about whether Resto’s medical and psychological history was reviewed prior to receiving the credits.

"The safety of the public must be our number one priority," Suzio said. "What happened in Meriden was an absolute tragedy. We now must do whatever we can to avoid future tragedies."

The following criminal convictions are eligible for reduced prison sentences in Connecticut under the early release law:

• Rape.

• Kidnapping.

• Arson.

• First-degree manslaughter.

• Assault of a pregnant woman.

• First-degree assault.

• Second-degree strangulation.

• First-degree threatening.

• Having sex with someone under the age of 13

• Assault of a blind or disabled person.

• Animal cruelty.

Suzio said last week he will introduce legislation to correct the flaws in the law.
